Chain of Communication

⚠️ Critical Protocol Notice: At no time are team managers permitted to contact Hockey Calgary directly. Both SMHA and Hockey Calgary have provided you with multiple levels of internal communication support for asking questions, resolving conflicts, and seeking operational resources. You must strictly follow the organizational chain of command outlined below.

SMHA has an AGC Communications role across all six age groups (U7, U9, U11, U13, U15, and U18). This role is specifically designed to support our team managers and coaches in each division and to bring operational consistency to our team leadership groups regarding SMHA internal policies and Hockey Calgary regulations.

This role is for SMHA managers and coaches to utilize first and foremost when questions on “how-to” or “what should I do” arise. In the absence of an immediate answer, the AGC Communications coordinator will formally inquire with SMHA Operations on your behalf.

Team leadership is welcome to contact SMHA Operations in tandem with their Age Group Coordinator (AGC) Communications representative. Operations’ role is to oversee the AGC Communications network to ensure absolute policy and operational consistency is maintained across all division groups.

Core Responsibilities & Support Provided:
  • Training Support: Operations hosts age group-specific manager and coach training meetings to ensure unified standards within SMHA.
  • Governing Liaison: Operations acts as the official intermediary between SMHA and Hockey Calgary when escalating inquiries or seeking clarifications for the broader SMHA membership.
  • Team App Management: Operations sets up individual team foundations within Team App, including rostering players for team placement announcements, and adding non-player officials (Managers, Head Coaches, and Assistant Coaches). Once established, Operations grants the Team Manager full administrator control to populate and maintain the portal (entering games, practices, and events). Please note: Players and parents hold full responsibility for maintaining their private personal accounts; SMHA Operations will not edit or manage these personal profiles.
  • Ice Scheduling & Software Access: Operations provides team administrators with access and training for the One-Click-Ice (OCI) scheduling platform. From time to time, Operations may also push or upload localized practice and game schedules directly into Team App for the team.

While team staff are free to contact SMHA Operations at any time, it is highly preferred that you contact your assigned AGC Communications representative first to help maintain smooth and consistent communication across the association.


The League Chair is an official Hockey Calgary volunteer role. It is the explicit duty of the League Chair to supervise and direct the conduct of all teams, managers, coaches, players, and spectators coming under his or her jurisdiction. They hold full authority to rule on any team, team official, or spectator who contravenes or breaks any rules and regulations established by Hockey Calgary.

Core Responsibilities & Support Provided:

  • Targeted Alignment: The League Chair assists all teams within a very specific age group and tier (e.g., all teams within U11 Tier 4).
  • Direct Communication: Team Managers and Head Coaches have direct communication privileges with their appointed League Chair for league-specific operations.
  • Rules & Disciplinary Authority: The League Chair has the final word on game-play rules, including official notifications and tracking for mandatory suspensions that must be served.
  • Information Channel: The League Chair is responsible for disseminating all time-sensitive Hockey Calgary information as it specifically pertains to your designated age group and tier.

The Governor is an official Hockey Calgary volunteer role responsible for high-level oversight. It is the explicit duty of the Governor to supervise and direct the individual League Chairs coming under his or her jurisdiction. They hold full authority to rule on any team, team official, or spectator who contravenes or breaks any rules and regulations established by Hockey Calgary.

Core Responsibilities & Support Provided:
  • Broad Scale Oversight: Governors oversee an entire age group of League Chairs (e.g., the entire U11 division across all tiers).
  • Direct League Reporting: Governors report directly to Hockey Calgary management on behalf of their assigned age group division.
  • Communication Protocol: While Governors have the authority to engage in direct contact with individual teams, team leadership is requested to communicate with their appointed League Chair first before attempting to escalate a matter to the Governor.

What to Know For Picture Day

  • No Skates for anyone
    • U7-U9-U11 – come fully dressed in Game Jersey with stick & gloves, no helmet, skates or Neck guard
    • U13-U15-U18 – wear dress pants (or your best pants) & dress shirt (tie is optional but looks nicer) under your Game Jersey, bring a stick and gloves
  • The photo times booked are very precise, and it is VERY IMPORTANT THAT TEAMS ARE ON TIME so that we are able to fit in each team.
  • Parking can be challenging, so please arrive early with your child fully dressed in their team uniform, hockey stick, and gloves in hand. Do not bring the hockey bag into the building.
  • The team is to meet in the Parking Lot and assemble with coaches. When ready, the team can enter the building and go directly to your photo lane.
  • Parking can be a challenge, so if you can carpool, that would be ideal.
  • Parents will remain outside – no exceptions
  • Coaches & Managers will be in the photo
  • Player/Coach only (no team) may come to the official reshoot
  • Their individual image is photoshopped into the team image for an additional fee paid for by the participant.
  • This must be completed 1 week after Photo Day.
  • More re-shoot information and directions to the studio will be sent out as participants book themselves in.

  • Contact the local assignor or Referee-In-Chief from the Local Minor Hockey Association in the jurisdiction where the games are being played.
  • If the local MHA cannot assign officials, the tournament may request that Central Region Referees Committee assign officials from Calgary by contacting the appropriate assignor
    • NOTE: Hockey Calgary scheduled League Games are a priority. Central Region does not guarantee that they will be able to assign your tournament.
  • Conditions for Central Region to assign officials from Calgary to official tournaments outside Hockey Calgary boundaries.
    • Tournaments will incur costs for officials’ accommodation, mileage, and per diem per Hockey Alberta guidelines 
    • Officials will be registered with Hockey Alberta as an official in the current playing season
    • Hockey Alberta official rates apply 
    • Coaches are not permitted to be booked as officials (with the exception of U9, and only if officials are not available)
    • Limits on the games for officials are as follows:
      • Minimum 2, Maximum 4 games assigned per day
    • Officials must be certified to officiate the applicable level of hockey (i.e. a 15 year old official is not permitted to referee U18 hockey)
  • If the local Assignor and Central Region cannot assign officials, the tournament may be cancelled. Teams are not permitted to source officials on their own.
  • If tournament organizers do not comply with the above conditions and/or source officials without the approval of Central Region or the local Assignor, the Manager and Head Coach of the host team will be suspended.

The links below are where you can find tournaments approved to be hosted by Alberta’s Minor Hockey Associations (MHA). Each tournament coordinator has their own unique way of posting information on either the Hockey Calgary Website or the Hockey Alberta Website, so we encourage you to check both.

 

Be mindful that only hosting Calgary teams have access to the Hockey Calgary listings as all teams in Calgary hosting a tournament anywhere (even outside of AB) are required to be sanctioned by Hockey Calgary first.

NOTE: If you are hosting outside of Calgary, you will be responsible for finding and booking your own referees. Hockey Alberta rates apply, and often mileage and travel fees are included.

  • Be mindful that rural areas may not have a referee pool to draw from, and you will be required to bring referees with you -you will need to cover their accommodations

Hockey Calgary has rules and regulations for all Calgary teams hosting or attending tournaments and you are required to understand and follow those policies (links to these are found in the toolbox above)

If you are looking to travel outside of Alberta to play a non-Alberta hosting team you will need to search the web for the location you desire, for example

When searching for Tournaments to attend you need to be aware of Hockey Calgary’s important dates and when our teams are permitted to travel

  • Pre-season – Travel permitted required – no limitations
  • Seeding Round – BLACKOUT, NO travel permitted
  • Season Break – Travel permitted required – no limitations
  • Regular Season – Only one opportunity to travel must be submitted in advance, the deadline is called the Scheduling Window.
  • ESSO Minor Hockey Week – BLACKOUT, NO travel permitted
  • Winter Break – Travel permitted required – no limitations
  • City Championships – BLACKOUT, NO travel permitted
  • Post-season – Travel permitted required – no limitations

Overview

Springbank Minor Hockey Association secures ice & sanctioning for the below SMHA home teams where ice and Hockey Calgary regulations permit.
All of the U7, U9, U11 and U13 teams will receive an SMHA Home tournament – See ‘Home Tournament Schedule’
Home tournaments offer hosting teams the chance to fundraise, potentially participate in another tournament, and ensure they have at least one tournament experience this season.
SMHA organizes its home tournaments with follow-through financing, and the board determines the entrance fees. If the home hosting team(s) desire additional services beyond what is included in the provided list, they are responsible for covering the associated incidental costs.

  • Referees
  • Ice
  • SMHA medals (U9, U11, U13)
  • “Swag” drawstring bags (U9, U11, U13)

The high demand for ice in Calgary is making it increasingly difficult to provide all SMHA teams with home tournaments. However, SMHA has secured ice and hotels within rural Alberta towns for the Home “AWAY” Series of Tournament for our U15 and U18 age groups.

This will allow our U15/U18 teams the opportunity to participate in an away tournament during their season, and at best, it can be leveraged into a reciprocal arrangement for additional tournament experiences.

All U15 and U18 teams will be eligible to participate in the lottery draw.

The draw will happen at the U15/U18 managers’ meeting – attendance is mandatory – someone with the authority to make a decision needs to be there

  • Board Executive (when schedule allows)

Process:

  • Each team will have a choice to bid on all tournament packages of interest; teams will have the option to bid on as many as they wish
  • Teams are to consider the DATES only – the locations/format will be redrawn amongst the successful teams – thus no preferences can be considered, for example:
    • The weekend of Nov 24th package will have 2 successful teams drawn- those teams will then be re-drawn to be assigned the locations/format
  • Teams will have the option to host with their Sister Teams for those with 6-team formats.
  • We encourage you to discuss options before each Team’s submission on the 6-team format ones

Tournament packages themselves will be randomly assigned a draw order, for example: the weekend of Nov 24th package might be assigned to be drawn third.

  • There is no opportunity to request your bids by priority because the draws will be at random. Once a team is successful, they are removed from the other draws.

Applications for each tournament package bid will be collected via a Google form – no other source will be allowed

  • Either the manager or Head Coach will have access to the link
  • The Link will be open for 48 hours – if the deadline is missed, your team will be ineligible

Volunteer Involvement

Applicants are strongly encouraged to volunteer at PPP and Pathways. This provides the selection committee an opportunity to get to know you and observe your coaching style in action prior to final selections.

Application Overview

To be considered for a coaching staff position (Head Coach or Assistant Coach) or a Team Manager role, all volunteers must complete this registration application.

The Springbank Minor Hockey Association (SMHA) committee has established specific guidelines and practices to ensure a fair, complete, and transparent evaluation and selection process.

Mandatory Requirements

The Vice Presidents & President will only review applications from candidates who meet all of the following:

  • Completed Application: Submission of this registration form.

  • Certifications: All required coaching certifications must be up to date. Visit the Coaching Requirements tab for more information

  • Police Check: A current, valid police check must be submitted. Visit the Background Check info tab for more information

Strict Compliance Policy: Failure to meet any requirements or submit documentation (including the police check) by the designated deadline will result in immediate removal from your position without exception.

Staff Selection Process

As part of our commitment to quality instruction and leadership, previous coach/manager reviews and season evaluations are taken into consideration during the selection process for all positions. 

Important:

All volunteers—including Head Coaches, Assistant Coaches, and Managers—must be officially approved by the VP overseeing the specific age group before they are rostered.

The Head Coach must submit their request list of Assistant Coaches and Manager(s) for approval before officially appointing any individual to a position.

  • Head Coach Selection: Selection is conducted by the Lead Age Group Coordinator, with support from the Age Group Board Liaison and then approval from the VP overseeing that specific age group.

  • Assistant Coach Selection: Selection is primarily handled by the Head Coach using the vetted and approved applicant list. This list is then given to the  Lead Age Group Coordinator who gain approval from the VP overseeing that specific age group

  • Manager Selection: Selection is primarily handled by the Head Coach, often with support from the Age Group Communications Coordinator and SMHA Operations. Managers must be approved by the VP overseeing that specific age group

To maintain safety and certification standards, no volunteer may be appointed unless they appear on the approved applicant list.

  • New Volunteers: If a volunteer “puts their hand up” but is not on the vetted list, they MUST immediately go through the formal application process.

  • No Exceptions: Approval will only be granted once the application is processed and the volunteer is cleared by SMHA Operations.

Police Background Checks

Overview & Deadline: September 30th

All Coaches, Assistant Coaches, and Team Managers must have a valid Vulnerable Sector Police Check (VSC) on file with SMHA.

The “Full Season” Rule:

While background checks are valid for three (3) years, SMHA enforces a “Full Season” requirement to ensure continuous coverage:

  • If your police check is set to expire at any point between September 1st and April 30th, it is considered expired for the upcoming season.
  • You must renew your VSC before the season starts if your current expiry falls within these dates.

Recording:

  • In accordance with the Privacy Act, SMHA does not retain copies of your document.
  • We only record the issue and expiry dates in our secure database.
  • You can view your status at any time via your Spordle (HCR 3.0) account.

Application:
This process begins with your application. All volunteers must have a completed SMHA Coach/Manager application on file for the current season before we can verify or initiate a background check.

Disclosure & Review Process

 Vulnerable Sector Checks are performed in tandem with a standard Criminal Background Check.

  • Priority: A negative (clear) VSC is the primary requirement for all volunteers.
  • Findings & Reviews: If a criminal background check returns a finding that applies to the vulnerable sector in which the applicant is coaching, SMHA Operations will report these findings to the SMHA Vice President and President for an immediate eligibility review.

Fingerprinting & Secondary Interviews
Occasionally, the RCMP or CPS may require an applicant to provide fingerprints or attend a secondary interview.

  • No Cause for Alarm: SMHA does not deem these requests as a “flag.”
  • Reasoning: These requests are often triggered because an applicant’s name or birthdate matches another individual in the national database. It is a routine step to confirm identity.

Key Deadlines

  • April/May (Priority Window): SMHA Operations sends renewal notices to volunteers with expiring checks. We strongly encourage renewing during this time to avoid the September backlog.
  • September 30: All background checks must be submitted or already in progress.
  • November 15: Final deadline for all outstanding checks (including fingerprinting delays).
  • Consequence: Volunteers who do not meet the November 15 deadline, or have not been in active communication with SMHA Operations regarding their delays, will be removed from the team without exception.

Application Process

Please do NOT begin a police check on your own. SMHA Operations must verify your volunteer status and provide the correct instructions and no-cost access codes.

Step 1: Wait for SMHA Operations

SMHA will contact you with:

  • Calgary Residents (CPS): A private, no-charge voucher link for the online processing
  • Rocky View/Cochrane/Redwood Meadows (RCMP/TTNPS): A formal Letter of Volunteer and must report in person.

2. Submit Your Application

Follow the instructions sent by SMHA based on your jurisdiction:

Cochrane Police Services (Rocky View County)

  • A volunteer letter is required from SMHA Operations.
  • Bring your letter to the Cochrane detachment.
  • Follow the “How to RCMP” instructions.

Calgary Police Services(Calgary)

  • No letter required.
  • SMHA will send you a private, no-charge CPS link.
  • Complete the online application.
  • Follow SMHA’s “How to CPS” guide.

Tsuut’ina Nation Police Services (Redwood Meadows)

  • A volunteer letter from SMHA Operations is required.
  • Contact TTNPS to confirm whether you need an appointment to attend in person

3. Submit Your Background finds

  • Submit your background findings to SMHA Operations via a downloaded PDF (CPS) or a clear photo of the letter (RCMP)
  • Your Background check will be recorded in your Spordle, under the Background checks (VSC) section, as the date the background check was completed and when it will expire.
  • SMHA does not keep any of these physical reports on file.

Important Policies

  • Accepted Providers: Only checks through CPS, TTNPS, or RCMP are accepted. Third-party checks are not permitted.

  • Costs: Police Checks are free through SMHA channels. Fingerprinting fees (if required) are not covered or reimbursed.
  • Your Responsibility: You must send in your background findings to SMHA Operations, and as per the “Full Season” rule, recorded expiries that fall mid-season do not qualify. You must be cleared for the duration of the hockey year.

Approval & Eligibility

To be officially rostered and cleared to volunteer, all applicants must pass a final review by the Vice President(s) and SMHA President. Approval is strictly dependent on:

  • Certification: Completion of all mandatory coaching certifications for your specific age group.
  • Documentation: A valid Vulnerable Sector Police Check on file (not in “expired” status for the current season).
  • Communication: Active compliance with all SMHA Operations deadlines and requests.

Final Note: Eligibility is not guaranteed by application alone. Failure to meet the requirements above will result in removal from the volunteer pool and possible disciplinary action.
